The San Paolo club will not entertain offers below their €60m valuation of the Italy international.
City most recently offered €47m plus €6m in bonuses for the 26-year-old, but they are reluctant to go any higher.

Manchester United are set to sign Fred when the details of his agreement are ironed out.
They have also rejected Napoli’s demands of £60m-plus for Jorginho.
City therefore are chasing Seri, who is wanted at Chelsea as a replacement for Danny Drinkwater.
Liverpool want Dembele
The odds on Ousmane Dembele heading to Liverpool have plummeted after Nabil Fekir’s transfer collapsed.
Fekir was expected to join the Reds but a deal with Lyon failed to materialise.
Liverpool boss Jurgen Klopp is still seeking playmakers ahead of the new season.
And bookmakers Ladbrokes say Barcelona striker Dembele is now 3/1 to join Liverpool.
Lewandowski to Chelsea or Man united
Chelsea are interested in signing Robert Lewandowski but face competition from Manchester United.
That is the surprise repot coming out of German newspaper Bild today.
Lewandowski wants to leave Bayern Munich, with Real Madrid the favourites to snap up the Poland intentional.
But Bild claims both United and Chelsea are viable destinations for the striker.
Bayern will demand £175m to let Lewandowski leave.
